Nine years later, Tiberius’s brother, Caius Gracchus, attempted to pass his elder brother’s agrarian law. His program aimed at distributing arable land and founding new colonies to stabilize the homeless garnered him the people’s votes. People cheered him when they met him on the streets. The Senate gave its approval.

That’s when Caius imprudently began advocating for the voting rights he deemed natural to grant to all Italians. Poor Caius had gone too far. Overnight, he found his friends avoiding him and the people turning their backs on him. This was because votes were the only valuable possession they had. They didn’t intend to share it. Uprisings occurred all over Rome. People marched in the streets shouting unkind words against Caius Gracchus.

The senators ordered the troublemaker arrested. The populace, for once in agreement with the patricians, was all too happy to serve as executioners. Gleefully, the crowd joined the band of slaves tasked by the Senate to lay hands on the unfortunate Caius Gracchus. Hunted, he was forced to take his own life. His sad end conclusively proved that the people were not only incapable of governing themselves but rather prone to causing their own downfall.

At that time – as at so many others – what was needed was a firm hand, armed if necessary with a cudgel, and not just votes, to change the laws. After the death of Caius Gracchus, when the people and the Senate found themselves at odds, their only aim was to annihilate each other. Until then, it had always been the senators’ task to appoint the generals.

But in 107 BC, the people broke with tradition. They themselves designated a man, Caius Marius, who was tasked with commanding the legions sent against Jugurtha, the rebellious king of Africa. Marius was a barely civilized peasant but an excellent officer. The people chose him because he promised to kill Jugurtha with his own hand or to capture him. And, above all, he was never one to stand by the side of the Senate.
