When Themistocles and the other Athenians returned home after the victory at Salamis, they found their city reduced to ashes. No more houses! No more shops! On the Acropolis lay the blackened ruins of what had been sacred temples and elegant statues. But the years of war had tempered the courage of the people of Athens. Without even taking time to catch their breath, they began to rebuild.

While the citizens laid out plans for their new homes, Themistocles drew up plans for new walls. He wanted strong walls to surround the city, walls to protect the port of Piraeus, and walls also on either side of the four-mile road that led there. The Spartans, already jealous of the Athenian fleet, did not appreciate the construction of the walls.

They would have liked to be able to interrupt the work. Unable to contain their resentment, they found nothing better than to write to Themistocles inviting him to prohibit the construction of walls around the Greek cities. Themistocles, the cunning fox, agreed to go to Sparta to discuss the matter. Great conversations ensued, which he took care to prolong.

Meanwhile, the walls of Athens continued to rise. The Spartans learned of this and reproached Themistocles. “The news may be false,” replied Themistocles. “Send ambassadors to Athens and let them see for themselves!” The ambassadors set out, and returned. “Yes, yes,” they said. “It is indeed true.

The constructions are continuing.” Themistocles could not help but burst into laughter and finished enlightening their lantern. “You looked wrong,” he clarified. “They are not continuing. They are finished. Our walls are done!” With that, he left the conference and returned home.

The Spartans did not appreciate the trick that had just been played on them. On the other hand, most Greeks found it very amusing. But Themistocles was not done with his defense program. He formed a league to protect the entire country and offered the support of the Athenian fleet to all cities that would join. Dozens of city-states, too small or too poor to have their own fleet, immediately responded to his call. They formed the Delian League.
